In a significant reform aimed at modernising India’s coal sector, the Ministry of Coal has notified the Coal Exchange Rules, 2026, paving the way for the creation of dedicated coal exchanges in the country.

According to the ministry, the new framework will fundamentally transform the way coal is traded by shifting from the traditional one-to-many sales model to a competitive many-to-many market platform. The proposed exchanges are expected to facilitate transparent transactions, improve price discovery, and enhance operational efficiency in the coal market.

Under the notified rules, the Coal Controller Organisation will be responsible for regulating and registering coal exchanges. The regulatory oversight is intended to ensure fair practices, accountability, and the smooth functioning of the new trading ecosystem.

Officials said the introduction of coal exchanges will create a more competitive marketplace by enabling multiple buyers and sellers to participate directly in trading activities. This is expected to improve access to coal supplies, optimise resource allocation, and reduce inefficiencies associated with conventional marketing practices.

The ministry noted that the initiative would contribute to strengthening India’s energy security by ensuring a more resilient and responsive coal distribution system. It is also expected to support industrial growth by providing consumers with greater flexibility and transparency in procurement.

Coal remains a critical component of India’s energy mix, powering a substantial portion of the country’s electricity generation and supporting key sectors such as steel, cement, and manufacturing. A market-driven trading mechanism is anticipated to bring greater predictability and competitiveness to these industries.

The reform is also aligned with the government’s broader vision of Viksit Bharat, focusing on structural improvements, ease of doing business, and enhanced efficiency across strategic sectors of the economy.
