Sukhu Raises RDG, GST and Hydropower Concerns at NITI Aayog Meeting

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Thursday appealed to Prime Minister Narendra Modi to constitute a high-level committee to comprehensively examine the financial challenges confronting the hill state.

Speaking at the 11th Governing Council Meeting of the NITI Aayog, held under the theme ‘Inclusive Human Development for Viksit Bharat’, Sukhu highlighted several issues that, according to the state government, have adversely affected Himachal Pradesh’s fiscal health.

The Chief Minister pointed out that the discontinuation of the Revenue Deficit Grant (RDG) had significantly impacted the state’s finances. He also sought an assessment of the losses caused by recurring natural disasters, which have frequently damaged infrastructure and disrupted livelihoods across the mountainous region.

In addition, Sukhu raised concerns over Himachal Pradesh not receiving what he termed a fair share of free power from hydroelectric projects operating within the state. He further noted that the implementation of the Goods and Services Tax (GST) regime had resulted in revenue constraints, limiting the state’s ability to mobilize its own resources.

Emphasising that Himachal Pradesh continues to contribute meaningfully to the country’s overall growth despite these limitations, Sukhu requested that the proposed committee prepare a detailed report for the Government of India. Such an assessment, he said, would help ensure that the state receives its rightful financial support and compensation.

The meeting, chaired by Prime Minister Narendra Modi, brought together Chief Ministers and senior policymakers from across the country to discuss strategies aimed at translating the vision of a developed India into measurable outcomes while promoting inclusive and balanced growth.
