West Bengal Looks to Strengthen Inland Water Transport Network
West Bengal Chief Minister Suvendu Adhikari has announced that the state government is considering the creation of a dedicated shipping wing and exploring the development of minor ports, drawing inspiration from successful maritime models in Gujarat and Odisha.
Suvendu Adhikari on Thursday said the West Bengal government is considering major structural reforms to strengthen the state’s maritime sector, including the creation of a separate shipping wing and the development of minor ports.
Addressing a press conference after a government meeting, Adhikari said the administration is actively evaluating measures to enhance maritime infrastructure and improve inland water transport connectivity across the state.
“Currently, the transport and shipping departments function together in the state. We are considering creating a separate shipping wing in the future. We are also examining the possibility of developing minor ports on the lines of states such as Gujarat and Odisha,” he said.

The proposed restructuring is aimed at providing greater administrative focus to shipping and maritime activities, which are increasingly being viewed as important drivers of trade, logistics, and economic growth.
West Bengal’s extensive river network and strategic location along the Bay of Bengal provide significant opportunities for expanding inland waterways and port-based commerce. The state government believes that strengthening maritime infrastructure could improve cargo movement, reduce logistics costs, and attract new investments.
States such as Gujarat and Odisha have successfully leveraged minor ports to support industrial development and boost trade activity. West Bengal is now studying similar models to assess their applicability within the state.

The proposed focus on inland water transport is also expected to complement national efforts to promote waterways as an efficient and environmentally sustainable mode of transportation.
Officials indicated that discussions are at a preliminary stage, and detailed feasibility studies, policy reviews, and infrastructure assessments are likely to be undertaken before any final decision is made.
If implemented, the initiative could mark a significant shift in West Bengal’s transport and logistics strategy, positioning the state as a stronger player in maritime trade and inland waterway development.
